The ground block is used to ground the antenna and cable run to a main ground on the home or building to prevent static buildup in the transmitter as well as some protection from lightning strikes, etc. The ground block is typically installed on the outside of the building next to the main house ground with a ground wire running to the main house ground and a ground wire connecting to the dish. The coaxial cable run from the dish goes through the ground block which grounds the shielding of the coaxial cable to a main ground point on the building. Satellite Internet systems and most newer satellite television systems require a "high frequency" ground block such as the one shown here. There are also single, triple, and even quad ground blocks available for multiple cable runs, but this ground block is the one typically used for most DISH Network, DirecTV, HughesNet and WildBlue installations.
